The shot focuses on the head table in the background, taken from behind the people seated at the opposite table in the square setup. City of Langley Mayor (at the time) Grinnell is wearing a white blouse with pink suit jacket and skirt at the head table. To her right is the Township of Langley Mayor Scholtens, and to her left, Councillor John Campbell. All attendees at the head table except Mayor Grinnell are wearing name tags and all are wearing formal business attire. The tables are covered with white linen and set with plates of food, glasses, cutlery, and water decanters. The carpet is a dark brown low pile. Behind the head table, there is in order from left to right: a door, a sideboard with decorative jars on top, a smaller sideboard with clean glasses and juice/water decanters on top, and four stacks of brown wood and upholstery chairs. The walls are a plain white, with two simple framed paintings above the Mayor and Councillor of Langley. On the back of the photograph, there are two handwritten notes. The first is written in black cursive ink and reads, "Mayor Scholten (Township of/Langley)/ Mayor Grinnell (City of Langley)/ At Builders + Developers lunch/ 1994". The second note, written in a similar hand in light blue ink, reads, "Councillor John Campbell also at/ head table".
